Virginia leaders want special session after McAuliffe’s felon order

State leaders in Virginia are asking for a special session after Governor Terry McAuliffe issued an order to restore the rights of convicted felon.

Speaker of the House William Howell and Senate Majority Leader Thomas Norment say the restoration is a "flagrant disregard for the Constitution of Virginia."

Previous governors, including former-governor Tim Kaine have determined the Constitution only allows the governor to restore rights to felons on a case-by-case basis.
