David Phillips goes before the parole board today. He’s one of the men convicted in that high profile street racing case in Johnson City. The crash killed Courtney Hensley and injured Courtney Beard. He’s serving a six year sentence for vehicular homicide. The other man involved, Bradley Mullins, served time and was released, last year.
