Joshua Roberts and Tonya Devlin Arrested

On January 7th, 2019 Lieutenant Todd Jones was on a routine patrol along State Route 606 in Keokee and noticed a white Buick driving erratically and crossing over the center line. Lt. Jones stopped the vehicle that was occupied by Joshua Roberts age 37 from Big Stone Gap, and female passenger Tonya Devlin age 40 from Keokee.
Roberts exited the vehicle and attempted to flee the scene but Lt Jones with the assistance of Major Jimmy Woodard and Deputy Chad Rouse was able to get Roberts detained. Roberts appeared to be under the influence of narcotics and admitted to using methamphetamines earlier in the day.
Lee Central Dispatch notified Lt Jones that Roberts driving privilege had been suspended by the DMV and he had five prior convictions of driving while suspended. Devlin also admitted to smoking meth that day. In Devlin’s possession was two bags of substance believed to be crystal meth along with two syringes.
Mr. Roberts was charged with Driving Under the Influence, Refusal of Blood Draw, and Driving Suspended 6th Offense. Devlin was charged with Possession of Methamphetamine, Possession of Drug Paraphernalia, and Public Intoxication.
