Harvey Lloyd Napier Jr. Caught in Scott County

Scott County deputies pulled over a Nissan Sedan for multiple defective equipment violations. The license plate displayed on the car did not belong on the vehicle. The suspect, identified as Harvey Lloyd Napier Jr. was the driver of the vehicle. When the deputy ran his license it revealed his license to drive was revoked in Tennessee and he was not licensed in Virginia.
Also revealed was that Napier was wanted in Sullivan County, Tn. for Aggravated Child Abuse, Aggravated Assault x2, Felony Reckless Endangerment, DUI, Driving while Revoked, no auto insurance, Failure to Appear x3, and various narcotics violations. Napier was arrested as a fugitive from justice out of Sullivan County.
Napier and his passenger were charged in Scott County with Possession of Schedule III, Possession of Schedule II, Possession of a Concealed Weapon, and Possession of a firearm in conjunction with Schedule II Controlled Substance. Napier’s cell phone was also confiscated as evidence and a search warrant for its contents was obtained.
The Virginia State Police assisted in executing the search warrant on the phone and dumping its contents. Child pornography was found on Napier’s cell phone hard drive. Scott County investigators compiled the evidence and presented the case to the Grand Jury this month which resulted in True Bills for 95 felony indictments on Napier for Possession of Child Pornography.
