Dr. Raymond Michael Moore Facing 80 Years in Prison and $4.25 Million Fine

Virginia Attorney General Mark Herring, announced that Raymond Michael Moore, age 61 of Wise, pled guilty last week in US District Court in Abingdon to fourteen federal charges. Moore had a medical practice in Norton, Va and faced charges including illegally prescribing more than 25,000 Oxycodone pills, more 17,000 Hydrocodone pills and more than 10,000 Benzodiazepine pills. Other charges include obtaining drugs by fraud, health care fraud, making a false statement to law officials and failure to maintain required records.
According to evidence, Moore had issued prescriptions without a legitimate medical purpose, and beyond the bounds of medical practice. Originally, Moore had told law officials that controlled substances found during the execution of search warrants were returned from patients and were to be destroyed. Later Moore admitted that those substances were intended for his own personal use.
In his plea agreement, Moore will pay more than $50,000 in restitution to Virginia Medicaid, and forfeit more than $100,000, and has also agreed to never practice medicine again. Sentencing is scheduled for March 26, 2020. Moore faces a maximum sentence of imprisonment of eighty years, and a maximum fine of $4.25 million.
